I am directed by the Secretary of State for the Colonies to transmit to you, for your information and guidance, the enclosed copy of a despatch from the Governor of Hongkong requesting that seven constables now engaged for the Hongkong Police Force may be allowed to state that his lordship approves of your taking the necessary steps for engaging these officers in complying with the Governor's request.
