An endeavour be made to recruit from the Metropolitan Police and from the Royal Irish Constabulary. The standard of education for admission into the latter Force is, to personal knowledge, very high, and the present seems favourable opportunity to recruit from that Force, as many good men may be glad of an opportunity of leaving owing to the Home Rule agitation. Owing to the fact that the responsibilities of the European Constables of this Force are greater than those of Constables at home, a large number of Constables here being constantly employed as Acting Sergeants or doing the work that would be done by Sergeants at home, and having regard to the fact that ordinary promotion in the Force leads to such extremely responsible positions as those of Inspectors, I cannot too strongly urge the necessity of using the greatest care in the selection of recruits at home. Not one Police Force but, if needs be, several should be ransacked for the very best material procurable at the price!
