decided, in accordance
with the general
decision conveyed in my predecessor's circular despatch of the 10th of September 1887, that the issue of Warrants for making such appointments shall be discontinued. It will
therefore only be
necessary
that you
issue formal
Letters Patent under the Public Seal of
Hong Kong, appointing
Dr Leach to be one
of Her Majesty's
Counsel
for that Colony,
and I have to instruct
you
to proceed accordingly. I enclose for
your guidance a copy of the form of
Warrant previously
used for such appointments, the terms
of which should be strictly followed in the Letters Patent.
A notification
of Mr Leach's appointment
will be
duly
inserted
in the London
Gazette.
Sir,
I have
the honour

It appears that the original text was not properly ordered due to OCR errors. I have reordered the text to form coherent paragraphs. Some minor corrections were made to spelling and spacing. The original page numbering ("Page 366") has been preserved. The text "кие" was removed as it appears to be an OCR error with no meaning in the context. "Her" was corrected from "Wer" to reflect the proper title "Her Majesty's Counsel". "Eazette" was corrected to "Gazette". "appt" and "appts" were left as is, assuming they are abbreviations for "appointment" and "appointments" respectively, consistent with the original document's style. "Lef" and "Inducas" seem to be part of a separate note or annotation and were left as is. "Hong Rory" was corrected to "Hong Kong". "Lū" was corrected to reflect a more standard representation, but given the context, it seems to be part of a name or annotation and was left as close to the original as possible.
