Lordship's telegram, to Major-General Cameron's letter of the 6th June, 1887, to Her Majesty's Minister at Tokyo, I beg leave to point out that the decision of this Government as conveyed in that letter was based on the views of the Chamber of Commerce as expressed at that time, the reason for the objection to the legalization of the Sen coin being that it was not then generally accepted by the Chinese.
