I am informed by the Colonial Secretary, who was in Ceylon when a similar scheme was introduced there under somewhat similar circumstances, that were exemptions in that Colony confined to the cases of officers appointed from England, and that officers not appointed from England were as a required to contribute condition of their receiving their increases.
In Trinidad also, so far as my recollection goes, exemptions were not allowed even in the case of Police and others appointed from England on the ordinary rates of salary obtaining there. I should regret the collapse of the fund only because I consider the scheme
