4 classes (3) and (4) of the preceding paragraph, desire to continue to contribute, and which desire to be relieved of their liability.

The delay, which I regret, in preparing the list has been caused by the disorganization of the Treasury consequent on the discovery of the defalcations in that department at the beginning of the year; and I refrain from publishing the list until I shall have received Your Lordship's final instructions on the question of exempting such of the officers in the list who were appointed to the service before 1891 as may desire to be exempted from their liability to contribute to the fund. It will be seen from the supplementary list above referred to that a considerable number of those who have received increases.
