The refers par. 4 of despatch to Straits to clarify 1931, and as par. 2-8 of despatch X. 0.176 on $8832 (mutatis mutandis) as regards the second suggestion in Enc. 2, observe that no addition is considered necessary to s. 15(2) which appears to the S. state to be sufficiently liberal.

Since the above minute were written the amendments proposed to the Straits on 1931 & $8832 have been made, & copies sent home in 15832 & 16707.
Copies of these amended rules can therefore be sent in the present despatch to Hongkong.

Draft submitted in clause of the Mein will have to be altered as the then No 146.
The amendments he proposed are carried out in 15632&16707.
