the next fortnight. Strictly speaking I believe the proposal should first be submitted for the approval of the Secretary of State. But in view of section 5 of Ordinance 27 of '70, I think such approval may be relied on if concurred in by His Excellency the Governor.
In order to get the necessary quarters and their holdings dealt with promptly, I would respectfully suggest that in submitting this proposal for the approval of the Secretary of State authority should be asked to deal with similar cases as they arise.
