This is a question of the interpretation of Col. Reg. as printed in its revised form as in this year's C.O. List.
I do not think that Mr Prosser has any right to what is asked for him. It is ever the rule in the Colonies to grab at as much as possible instead of available pay, so that the taxpayer may benefit by letting the taxpayer have windfalls. See $9. 566/91.
