"Hongkong, 21st June, 1893.
With reference to the list of Civil Servants entitled to draw leave pay and pension at the rate of H/$ to the dollar and from which my name has been erased, I beg to make the following remarks:-
I was transferred from
1. the Police Department to the Civil Service on the 14th June, 1891, and humbly submit that I was entitled to the then existing privileges of the service.
2.
