by 21st May a considerable mass of connected papers had to be printed for presentation with it to the Legislative Council - this was done with the utmost expedition, and the papers were laid at the earliest ensuing meeting of Council on 2nd instant, a copy of the despatch having been communicated to the senior unofficial member on the previous day. It may not be out of place here to observe that the tactics noticed in the 20th paragraph of my despatch N.12 of 19th January last have been followed by the memorialist on the present occasion. His printed memorial is dated 27th instant, but it was sent to the Colonial Secretary's Office, which is at a considerable distance from my residence, at 11.0 today.
