asked for an adjournment of the second reading account of the absence of the senior unofficial member, Mr. Chater, and

I replied that I could not

consent to an

adjournment, and that it would be

useless as the Council (i.e. the Legislative Council, including the unofficial members), were, with the exception of himself, and

possibly of Mr. Chater regarded one point, unanimously in favour of the Bill. The point in question

was

as

the

subject of the amendment which was seconded pro forma.
