I have examined the accompanying Ordinance to make provision for regulating "the keeping of dogs and for the prevention of the importation and spread of rabies, and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
This Ordinance, entitled "An Ordinance ...", is framed with a view to enforcing a proper system of licensing for dogs. Registration will enable a proper supervision to be exercised over dogs, identify their owners and facilitate ...
