4. It is understood that detectives employed by the Society other than those lent by the Government under Section 5(19) of the Ordinance, will have none of the powers and authorities of a Constable, & will therefore have no right to arrest suspected persons, as the Society's Detectives appear in the past to have been in the habit of doing in excess of their legal powers.

3. I should be glad to know why the suggestion, at p.x of the Report that the Po Leung Kuk detectives should report regularly to the Capt. Superintendent of Police was not embodied in the Ordinance, as it would seem better to provide that this safeguard be included in the Ordinance itself, rather than to leave it to be inserted in "conditions" or rules.
