In my view of principal issue
that is, 6 and 9
of the Ordinance

Direction has absolute power, which could be free from
and control either
by the Registrar General
or by the Governor; and although there
I do not see how it could
be said hardly that it need
may
be no
probability
of such power being
abused, I think it
is right
that some control over the Board
proposed by Mr. Whitehead

General should be removed from the position he is placed by
the Ordinance

that the proceedings may be free
of the Society from the outside, but I desire that the
