I am not sure that it is necessary to provide (as proposed in par. 12 of W. Whitshead's report) that the Society's Detectives should be guaranteed by Bonds given by the Society which should be answerable for damages for wrongful act done by the Detectives? But I should have thought it would be a useful Provision?
