2. The expenditure on Government account on the Praya reclamation in 1892 amounted to $119,971.71. Of this amount, by reason of the insufficiency of the cash balances to the credit of Government, only $10,000 was brought to account against the vote for the year, and the remainder, $109,971.71, was defrayed from the Praya reclamation fund which consists, as Your Lordship is doubtless aware, partly of contributions on Government account, and partly of contributions made by private holders of the marine lots adjoining the reclamation.
