The Postal Administration of either country shall be authorized to adopt additional rules, if not repugnant to the foregoing, for the greater security against fraud, or for the better working
of the system generally
All such additional rules, however, must be communicated to the Postal Administration
of the other country.
Art. 17.
Should it appear that
money orders are
used by mercantile men, either in
Hongkong
or in the United States, for
the transmission of large sums of money, the Postal Administration, as the case may be, shall have the power of increasing or wholly
suspending for a time, the issue of
money orders.
