I think this report is fairly satisfactory.
About one third of the children in the Colony are going to school, which is a substantial though not brilliant result.
And the number of girls being taught has gone up steadily.

I think we should have a report par. 21. in which Dr. Eitel speaks disparagingly of scholarships to England.
