On the 5th page Lock hospital. The report on venereal disease is rather more promising than in former reports. Dr. Atkinson, Superintendent of the Civil Hospital, thinks a wholly new hospital is wanted. This must wait for other public works. Some improvements in the existing building will be made this year.
Report of Government Analyst. The milk of Hongkong is well reported upon, except in Kowloon, & there is a scheme for a new water supply there (PE) as also the water. The two are reported apart in the colony.
Education report. You will remember that there was a great deal of correspondence over the grant in aid Schools (24656/92 and later papers). A new code for the grant has lately been brought in [9732]. We are to hear in due course the Chinese attendance officer is working [7108]. Perhaps it is rather ... to stir up a report.
But the matter must not be lost sight of early. Nor must we lose sight of the College of Medicine for Chinese. You will see that Dr. Eitel (in par. 20 of his report) speaks well of them but says "their qualification is not yet recognized by Government." This is the college for which the Governor has promised to provide a grant of $2000 in the coming year.
