This has been the subject of separate - rather inconclusive - Correspondence 2843.93 21227·92.

See also the Registrar General's report for 1892. M. Lockhart tells me that he does not like to do anything which has the appearance of forcing the Chinese. We had better not refer to the matter further at present.
