in question, as noted in the margin, & of Regulations thereunder, and to state that the Straits Settlements Ordinances & Regus on the subject are practically identical with those of Hong Kong.
These Ordinances were enacted with a view to the suppression of kidnapping and (so-called) brothel slavery, which are said to be very prevalent among the Chinese populations of those two Colonies.
Lord Ripon would be much obliged if Lord Kimberley would cause him to be informed what legislation & administrative regulations on the subject of brothel regulations exist in Burma, and especially at Rangoon, where there is a large Chinese element in the population; whether the oppression of the inmates of brothels, which is complained of at Hong Kong & Singapore, is found to exist in Burma, & if so how it is dealt with.
His Lordship would be glad if this information (at any rate as regards the legislative enactments) ...
