we trust that the excellent rule restricting brothels to certain
certain neighbourhoods
may be allowed to remain as at present. To sum
up, if the present system of registration be abolished, in-
the Government and to the Community generally unless we had
given our views on a matter which peculiarly affects the Chinese, and is of un-
importance to the welfare of Hongkong, and on which we, from experience are qua-
lified to express opinion. While apologising for having discussed it at
such great length, we trust that our representations will lead to the present
system of registration being retained.
our own girls, who might be ignorant of their freedom,
many have been deceived, will be forced to continue a life of shame, the traffic in human beings will increase, the power of brothel keepers will be enhanced, and with increased power will come increased opportunities of maltreating inmates; brothels will be scattered all over the Colony to
the annoyance of respectable families who will be compelled to leave Hongkong.
In conclusion we beg to state that we have written strongly on this matter, because we feel that we should not have failed in our duty to our countrymen.
