It would be as well that what I have to say should be placed before him before further steps are taken and then if he still desires these instructions should be proceeded with at once.

2. They speak of the brothels. I see W.D. can be carried out among the Chinese who speak the language, but their Europeans who can speak their language are few. Members of the Police who may have occasion to enter these houses on duty, such as in case of a disturbance recurring, suicide, as sometimes happens among them, are admitted. Europeans are brought into their houses. They were never under the law of the Contagious Diseases Ordinance and know nothing about the European Hospital for women. If any of these becomes diseased, they are sent off to Canton and their departure notified to the Registrar General before whom they are brought to ascertain if she enters a brothel of her own free will.

On the other hand, the Chinese women in the brothels for Europeans all speak English more or less fluently. They pick it up readily if not acquainted with it before they enter one of these brothels. Many of them are able to make themselves understood in more than one European language. Many of them are half-castes. They were under the law of the Contagious Diseases Ordinance for thirty years before it was abolished. They understand their rights and are instructed by the Registrar General before whom they are brought to certify that they enter a brothel of their own free will. They are not obliged to attend examinations or go to hospital. They see no one at the Hospital except their friends, Makow, and myself.
