As Your Lordship was made aware by my despatch W. 99 of the 20th of May last, Mr. Lockhart is proceeding to England on special leave, and will be prepared, should Your Lord should desire, to state his views personally on the subject. My Lord Marquess, Your Lordship's Most Obedient Humble Servant, William Robinson Meam " Enclosure to My DRAFT BILL ENTITLED C.O. 12527 REG No. 26-[9.5.93.] An Ordinance to further amend Ordinance No. 11 of 1890, entitled "The Women and Girls' Protection Ordinance, 1890,” and to amend Ordinance No. 14 of 1891 (amending Ordinance No. 11 of 1890.) WHEREAS it is expedient to have a system of registration and inspection of brothels. Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:- 1. Section 21 and clauses (a), (b) and (c) of sub-section (1) of section 33 of Ordinance No. 11 of 1890 and all Rules and Regulations made for in respect of any of the purposes or matters in the said clauses mentioned, and section 3 of Ordinance No. 14 of 1891 are hereby repealed; but such repeal shall not apply to or in respect of any offence, act or thing committed or done or omitted before the commencement of this Ordinance, and every such offence, act or thing shall, after and notwithstanding the commencement of this Ordinance, have the same consequence and effect as if this Ordinance had not been passed. 2. The word "registered" in section 25 of Ordinance 11 of 1890 is hereby expunged. 3. In lieu of sub-section (2) of Section 23 of Ordinance 11 of 1890 the words following shall be substituted viz:- The Registrar General or any officer appointed under this Ordinance and authorised for that purpose in writing by the Registrar General, shall have power to enter at all times into any brothel and the Registrar General and any officer so authorised as aforesaid shall have power without warrant to enter at all times into and upon and if necessary to break into any house, building, junk, boat or other place reasonably suspected of being a brothel, and to arrest any person who shall appear to act or behave himself as the person having the care or management of such house, building, junk, boat or other place so suspected as aforesaid. 4. This Ordinance shall be construed in the same way as Ordinance No. 11 of 1890. 5.
