I have the honour to acknowledge the receipt of your despatch no. 126 of the 16th of June respecting the vote for expenditure in connexion with the Reformatory. I am of opinion that the sum in question cannot properly be charged to the loan and that it would be stretching the language used in the Schedule of Ordinance 2 of 1893 to treat this item as coming within its meaning.
