As regards the proper method of providing for the expenditure proposed to be

incurred in connection with

the Reformatory,

I venture to

think that inasmuch as the expenditure in question will relieve the Gaol, it may properly be charged against

the loan which has been

raised for the purpose, inter alia, of providing additional

Gaol accommodation, and I

trust that on Your Lordship's recommendation, I shall be able to share this view.

I shall report fully hereafter the results obtained by the appointment of an attendance officer, but in the meantime I may mention that the Inspector of Schools has informed me that it has already been productive of an increased
