That for this reason the business conducted by merchants in Hongkong with the ports of Australia and California has gradually become dull.
That since the restriction of Chinese immigration into Australia and California the loss of business has been estimated at one million dollars a year.
That the result may be clearly seen in the successive closing of shops and banks in Sydney.
That it may be concluded that all the shops in Hongkong engaged in the business which petitioners are carrying on will most probably suffer.
That when they hear you are to return to England, they cannot permit you to leave without speaking a word in praise of the merits of your excellent administration and expressing their thanks for the kindness which they have received from you.
Wherefore petitioners venture to present this petition to you with a request that you submit it to the Secretary of State in order that the Chinese may be permitted to emigrate to British possession as hitherto without restriction.
