The memorial to Your Lordship which forms an enclosure to Mr Meade's despatch is a duplicate of one which I had already received for transmission. I delayed transmitting the memorial until I should be in a position to make recommendations to Your Lordship for the permanent conduct of the work of the Treasury, but as in the meanwhile a copy has been sent direct to Your Lordship, I enclose a report on it by the Colonial Treasurer and have the honour to express my concurrence with that officer that the memorialists have no valid ground for complaint.
