The scheme for filling Clerical appointments in Treasury requires that as a general rule "appointments will be made after competitive Examination,
it being understood of course that an officer who has once obtained an appointment in either class is eligible for promotion to the higher of that class.
In the present case there were perhaps sufficient reasons for the introduction of the two outsiders, Messrs. Cunha & Remedios, though it is not altogether surprising
