I had hoped that on receipt of the explanations contained in my letter of the instant it would have been considered advisable to withdraw your letter-Confidential of 16th April. I am however informed by His Excellency that he proposes to send that letter to the Secretary of State. His Excellency has also bidden me to send in any further uninvited information in reply thereto for transmission to the Secretary of State by my Mr. O'Brien, C. M. G., Colonial Secretary.
