136 is necessary for complete comprehension of the position which the Colonial Treasurer has now assumed that I should also enclose for your consideration a copy of a private letter that he addressed to me on the 13th April, & of my reply dated the 15th April.

Mr Mitchell-Innes no doubt feels most acutely the censure which I have been compelled to pass upon him in regard to his connection with the Cives defalcations and I am prepared to make every allowance for him, but, in the face of my communication of the 15th April, I cannot justify the line he has adopted in his letter of the 26th April which seriously reflects on Mr O'Brien in the discharge of his duties as Colonial Secretary. It is the desire of the latter officer that I should forward copies of his minutes on Mr Mitchell-Innes's last representations and on 27th April 1892 I accordingly do so.

Your Lordship will doubtless agree with me in thinking that Mr Mitchell-Innes should withdraw his letter and express his regret at having written it.
