I am inclined to think that the solution will be found in gradually filling the higher appointments through the Straits civil service as vacancies occur, manning the service.

Speaking or rather in fusing the service is wanted.

A cadet for the Straits as for Hong Kong, was called the cadets who would be employed only to learn Malay only in the Malay peninsula, those who learn Chinese would be employed indifferently in Hong Kong or the Straits, and in there would be no head of a department who had not gone through a much longer training than the present Hong Kong cadets have received.

Of course, such a scheme is only in the future, but I require careful working out, I should be glad, while Mr. O'Brien is still at Hong Kong, to suggest it for consideration.

Mr. Mitchell is a totally self-sufficient man, with much "quiet" in his composition. His mind was impaired, like that of many teens, by Education and cramming, and its freshness suffered an additional loss from the reaction following the abnormal exertion of reading (being in adult life). He was singularly lucky in getting the headships of a new department at a comparatively early age.
