As to M. Nicolle, the Auditor, I suppose any reprimand or punishment will come to him or others from the Audit Office, but I presume a copy of the Commission's report should be sent to the Auditor General. I do not think we need an extract from para. 19 of this despatch which I have marked.

The Audit has censured the Treasurer. The Auditor has censured the Treasurer greatly to blame, for after all, though he did fail in his duty, he urged the Treasurer to make up the account, and it was he who eventually discovered the defalcation. It may be left therefore to the Auditor General to award him whatever blame he thinks fit.

The Treasurers inculpated are M. Wodehouse, M. Innes, M. May, and M. Lister. M. Lister is dead. M. Wodehouse and M. May were only acting Treasurers.

In M. Wodehouse's time, the appointment was combined with another. M. May acted for a short time, worked hard, and tried to pull up arrears. The blame which attaches to him seems to me very slight. M. Wodehouse acted longer, and though he was only acting...
