I have the honour to report that Sergeant Laughton who was lately appointed Storekeeper and Musketry Instructor in the Police Department, has been dismissed from the service for the reasons which appear in the enclosed copy of a report by the Acting Captain Superintendent of Police, and that I have approved provisionally the arrangements for carrying on the work of Musketry Instructor and Storekeeper, which are proposed in the enclosed subsequent letter from the same officer.

In view of the very unfortunate result of the engagement of Laughton, and of the fact that his predecessor, also sent out from England, who was very hard in Hong Kong and also drank hard, finally shot himself, I beg leave to strongly recommend the arrangements proposed.
