I received your letter of 10th April 1893. The bearer of this letter is young Ivanovich, of whom I wrote in my last letter. The case is known, Your Eminence.
The Government of Hong Kong has established some Scholarships to be given every year. One consists of having the passage from Hong Kong to London free; and two hundred pounds Sterling for four years, just enabling a successful youth to study either law, or medicine, or engineering. For generally poor boys, it is a great thing.
