For the support of Reformatory
• Choo's in Great Britain, a weekly cost non grant of 5/11 per head is made by Parliament and 1/6 additional is taken out of local rates, totalling 7/5 per week, or £1.17.
The sum which Bishop Raimondi is willing to accept appears therefore to be £7 per annum, which at the present rate of exchange equals $44.80 per annum or $3.73 per month.
Juvenile offenders may be clothed and fed at the possible rate of $2.50 per head, leaving a margin of $1.28 per head for monthly expenses of staff and lodging.
Bishop Raimondi's additional requests for a grant do not appear to be unreasonable.
17: Looking at the matter from a practical point of view, it seems more advisable to accept the terms proposed by Bishop Raimondi, though they go to the full length of what he can reasonably demand, than to risk the difficulties and expenses involved in starting a Government Reformatory school.
