The Government should (a) take immediate action regarding the age, and (b) that the Government should enclose a portion of the premises by a wall in order to prevent such offenders escaping. The reply is awaited as soon as received.

The Bishop is under the impression that the Government at the time misunderstood his demand for the erection of a wall, as he asked for the closing of a part of the premises, which would have involved an expenditure of over $15,000, whilst what he meant was a wall about 200 feet in length and about 10 feet high, which would not cost more than $1,000 at the utmost.
8. At any rate, the Government dropped the subject since 1886, and the Reformatory Schools Ordinance remained a dead letter.
9. Bishop Raimondi now states that he has no objection to the terms of Ordinance No. 19 of 1886 at all, and is willing to make his Reformatory a "Certified Reformatory School" under the provisions of that Ordinance, provided that the Government erects about 200 feet length of a wall, which is indispensable for the purpose of placing the present Reformatory in a fit condition for the reception of youthful offenders.
10. I believe Bishop Raimondi expects $1,000 and would, if pressed, accept a smaller sum. We will have the wall built ourselves, but he decidedly prefers that the Government should construct it, as it requires European engineering knowledge to have the work solidly executed.
