the structural deficiencies of the present Roman Catholic Reformatory than to the absence of legal power of detention. It is quite true however that the Government since 1886 has done nothing in the direction of establishing
this much desired Institution and it will also be seen
from Dr Eitel's report that
not dated March 1893.
