I am, of course, aware that if any educational demands arise in the different districts or amongst any class of population, the grant-in-aid system will stimulate that demand and is capable of supplying it step by step as it develops.

There can be little doubt that the attendance in all of the schools included in D. Eitel's return is far short of what it might be, and efforts shall at once be made by the offer of grants-in-aid to stimulate private societies and educationists to avail themselves of that scheme whenever and wherever there appears to be a definite chance of establishing schools by such means.
