The only points in Your Lordship's despatch of 20th January appear to require an answer are those relating (1) to the Consultation Board, (2) to the examination of Victoria College by the Inspector of Schools, (3) the Education of Boat Children, (4) the appointment of an Attendance Officer, and (5) the Reformatory.

With regard to points 1 and 2, I have to report that the appointment of a Consultation Board has been, in my opinion, fairly successful and that it has proved useful in the way of mitigating friction; also that D. Eitel's inspection has been separated from D. Wright's examination, and consequently that the latter officer cannot now have...
