I enclose for Your Lordship's information a copy of a speech which I delivered at Victoria College on 9th February 1873, on the occasion of the presentation of prizes in which I touched upon the question of teaching Chinese. I understood Dr Wright to say at the close of the meeting that he concurred in my views.
I have, however, no intention of insisting upon their adoption as I am quite prepared to leave the matter for the decision of the Head Master whose daily experience should enable him to do so.
