6. these I have been influenced in my recommendation by two considerations to which I am sure that due weight will be attached by Your Lordship.
7. The first of these considerations is the desirability of effecting savings in the cost of establishments, and of affording promotion in the Civil Service. There are four passed cadets at present on the strength, and the number of appointments to which they can look forward is so small that there must in any case be a great stagnation of promotion; and it is needless to point out that this stagnation will be indefinitely increased if appointments in the Civil Service are filled up by the introduction of outside candidates.
