not in the employment of Government; also that as regards at least one particular contemplated in the form of certificate, whether the officer has been active in his duties, the officer's medical attendant would as a rule have no opportunity of forming a judgment, and would hardly, I think, in any case be a proper person to pronounce an opinion.

4. In these circumstances I venture to suggest that the proposed certificate be not required.
