granted. The personation has not been done with any dishonest motive but to cure the rights of such of the real claimants as were unable to appear. The Board does not doubt that the benefit of the leases will be secured to the proper persons.
18. The leases recommended should, if approved, be granted with as little delay as possible. It would be convenient if these leases, as well as those to be granted in Nonqualing District, were issued by January 1898.
19. With regard to the form of leases, it might be worth considering whether, instead of issuing leases in the ordinary way, it would not be more convenient and less expensive in these, as well as in other cases inquired into by the Board, to have the several leases for a Village or District entered in a Book and a signed copy of the entry relating to such holding supplied to the tenant. The book might have the plan of the Village and District annexed to it, and the allotments could then be described by reference to the plan. On any change in the ownership of the lease, an entry to that effect could be made in the book, which would form a convenient record of the devolution of titles.
20. In concluding its report on the claims included in the Aberdeen area, the Board desires to point out that with regard to the houses abutting the main street of the present Aberdeen Village, the plan shows that the areas actually occupied by the houses...
