1. This policy of flogging has been, in the main, given up. A suggestion was made in 1886 but was negatived. [See 14204/86]
2. The more ... the more difficult it will be to carry out any prison reform if flogging is allowed. The punishment for returning from banishment in the sister colony of the Straits Settlements is not flogging but imprisonment.
4. It is not ... here to raise questions in Parliament if some tory body hears of what has been done.
In my opinion, it should not be allowed.
