I have the prison papers for drafting but shall not be able to send off despatch for some days. Meanwhile it may be well to deal with the suggestion contained in this despatch that flogging should be substituted for imprisonment as a penalty for returning from banishment.
In favour of the suggestion, it may be said (1) Flogging is an alternative for imprisonment, and if you are not going to have a good prison, there is something to be said for it. But we are firing than a faulty food line...
