line should grant the Telegraph Bay of protection similar to that accorded by the Indian Government in August 1882 to the Eastern Extension Telegraphic system lying within its jurisdiction.

In reply I am directed by my Committee to acquaint you that, after careful consideration, they are of opinion that the proposed scheme is deserving of support and they see no objection to the Hong Kong Government granting to the Telegraph Company a form of protection such as that described in the memorandum to the Head Supt from his office in London, a copy of which accompanies your letter of 23rd Nov under reply.
