All that is now required, in order to enable them to formally negotiate with St. Martin's Govt., is the support of the Hong Kong Government; which, after the full explanations that have been given to His Excellency it is hoped, will not be withheld.

I have the honour to acknowledge the receipt of your letters of 23rd Nov. with Desk enclosing a copy of communications from the Supt. of the Telegraph

on the subject of a proposal to connect by cable, Singapore, Labuan, Manila and Hong Kong, and inquiring if this chamber considers it desirable that the Governments concerned should take action in respect of the proposed cable.
