On consideration, Secretary of State not prepared give to it any guarantee of monopoly which would prevent establishment of additional lines or other improvement in service hereafter deemed necessary, at same time he thought it highly inexpedient to encourage light grounds competition against Company, especially by Foreign agency, and was therefore prepared as far as Indian Govt had jurisdiction
1 to secure Company against competition not necessary with due regard to public interest subject to Company maintaining their lines in thoroughly efficient condition and providing additional cables as, and when required by increased traffic.
